It Is Illegal To Ban Movement of Any Person In Nigeria Without Court Order.

Every Nigerian has the fundamental human right to move freely throughout Nigeria, and reside in any part of Nigeria. Also, a Nigerian can leave/exit Nigeria whenever and no person can expel a Nigerian from Nigeria or refuse a Nigerian from the entering Nigeria.

This human right can only be limited by an order of court. Hence no security agency or government organisation can violate, limit, vary or qualify such right, restrict or ban the movement of any person into or out of Nigeria.

The later judgement (where a Nigerian was unlawfully stopped from entering Nigeria) in the case of (MRS. SEINYE LULU BRIGGS V. 1.COMPTROLLER-GENERAL OF IMMIGRATION 2. NIGERIAN IMMIGRATION SERVICE 3. EFCC (Suit No: FHC/L/CS/147/2020) is very instructive. The full judgement is accessible via here.
